The night a retention pond wall washed away

On September 14, 2008, the National Weather Service recorded that a retention pond wall washed away in South Elgin. Across Kane County that day there was street flooding, basement flooding, and creek, stream and river flooding. Nearby gauges caught 7.90 inches northwest of St. Charles and 6.33 inches in St. Charles itself; Elburn recorded 10.51 inches.

The village has been working the problem since. It holds Class 5 in FEMA's Community Rating System, worth a 25% discount on flood insurance for residents. It has preserved 237 acres of open space inside the flood hazard area and bought out three pre-FIRM homes with Kane County. Mitigation near the Renee Detention Pond routes stormwater through a 36-inch sewer on Kane Street straight to the Fox River, bypassing the neighborhood entirely.

For a village of this size, that is a serious record β€” and a reasonable sign that the people answering the phone at Village Hall know what they are talking about when it comes to water.

Permits, frost depth and egress in South Elgin

One local number matters more than most for this kind of work: South Elgin's code sets the frost line depth at 42 inches. That governs how deep footings and foundation elements have to go, and it is deeper than some neighbouring towns.

The village ordinance adopts the 2024 International Residential Code β€” though several village web pages and the basement handout still reference the 2018 edition. The ordinance governs, but confirm with Community Development at (847) 741-3894 before you order anything. The code also adopts the radon control appendix, which matters when you finish a basement.

Basement finishing has its own permit packet, and the handout is specific on two points: the escape window must remain accessible, and sump pumps and floor plumbing cleanouts must be and remain readily accessible. Broken window repair is on the village's permit-exempt list; a full window replacement is not.
