Sugar Grove Window Well Covers & Basement Windows
In early July 2026, nearly eight and a half inches of rain fell on Sugar Grove, most of it inside a one- to two-hour window. Every county road south of I-88 overtopped. Kane County put the scale of it plainly afterward: roughly four inches in an hour is a 100-year storm, and most drainage infrastructure is built to handle a 10- to 30-year event.
The village is a 1990s and 2000s build β median year 2002, with 66% of homes going up between 1990 and 2009. Those window wells and sump systems are now twenty to thirty-five years old, which is exactly the wrong age for a storm like that one.
The village's own advice, and where a cover fits in it
Sugar Grove publishes unusually good homeowner guidance on structure flooding. The short version: the ground should slope away from your house, downspouts and sump discharge pipes need to be extended well away from the foundation, and a proper foundation drain system means gravel backfill, perimeter drain tile and a sump pump. The village recommends a larger or second pump on a separate discharge, or a battery backup or generator. It addresses window well seepage directly.
Two local rules go with that advice. Sump pump discharge into village rights of way is prohibited from November 1 through May 1 β a seasonal rule that catches people out. And in subdivisions, sump discharge lines must be installed to serve every lot, approved by the village engineer.
Blackberry Creek runs through the village, with the Big Rock and Welch Creek watershed just to the southwest. A cover does not replace any of the work above β it removes the one path that leads straight to the window.
Permits, grading bonds and egress in Sugar Grove
Sugar Grove is on the 2015 International Residential Code. We checked the adopting ordinance: there is no Sugar Grove amendment to the egress window or window well requirements, so the 2015 IRC applies as written β 5.7 square feet of opening, 9 square feet of well, 36 inches of projection, a ladder past 44 inches, and a cover that releases from inside.
There is one local requirement that bears directly on window well work, though, and it surprises people. Any work that disturbs the existing grade requires a stamped survey and a $2,500 cash grading bond, refunded after the as-built is approved. Excavating for a new or enlarged well can fall into that category, so ask before you dig.
